Proposition 72, also known as SB2 (The
Health
Insurance Act of 2003), will protect and expand
employer-based health coverage for working
Californians. Prop 72 will require medium to large size
employers to provide medical health insurance
benefits to their employees or contribute to a
statewide purchasing pool to provide health coverage
to working Californians and their families. Prop 72 will
extend health insurance benefits to 20% of the
uninsured population, an estimated 1.1 million working

Proposition 63, commonly
called the Mental
Health
Services Act, will expand mental health care
programs in California. This measure provides
services to persons currently challenged by mental
health problems, persons showing signs of mental
health problems in need of prevention services, and
to families and caregivers of those affected. To fund
this expansion of services, this proposition
establishes a state personal income tax surcharge of
1 percent on taxpayers with annual taxable incomes
of more than $1 million. Funds resulting from the
surcharge would be used to expand county mental
health programs.
